Minutes for February 4, 2015 Selectmen’s Meeting

  • Call to Order
The meeting was called to order at 7:09 PM.

Selectman Emery led the recital.


  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes January 28, 2015

  • Discussion held between 5:00 & 7:00 p.m.
A representative from Advance Technology came in to discuss with the Board a proposal for a new camera system at Town Hall.  Some of the cameras we have are on their last legs and some are not working.  They are almost 10 years old and we cannot get parts for them so the Board is looking at a couple of proposals to maybe update the camera system here in this facility.

Our Treasurer was in and talked with the Board about properties that have liens and some snow day issues.

The Board discussed recent snowstorms, how things went, and some equipment breakdowns that we had.  Selectman Emery said Public Safety, the highway department, Fire, Police, and others have all been working hard.  He said it has been hectic over the last few weeks.  They have done a great job and the Board is very proud of everyone who works for the Town.  

The Fire Chief came in and met with the Board to discuss some payroll issues.

Selectman Emery talked about the impact of the proposed State budget and lost Revenue Sharing.  

  • Email messages from Buxton residents thanking Public Works for doing a great job keeping roads plowed and accessible this winter.
  • Email from John Sylvester with the Twelve Town Group – Re:  12 Town Group Meeting February 9
  • Announcement of a new program called The Maine Home Repair Network Program being offered by York County Community Action.  This program will help owners of single family homes with home repairs through deferred and/or forgivable loans and grants.


  • Review of Projects and Issues
Selectman Santolucito gave a brief report on attending the MSAD 6 Budget Advisory Committee Meeting last Thursday and plans to attend their meeting this week.

Selectman Harmon reported that she has been working on pieces of the Administrative budget that she has.  Last year voters agreed to reduce our Planning Board from 7 to 5 members and she explained that there is an additional piece of that, the Planning Board Ordinance that has to be adjusted.  She asked John Myers to do some research on the process for doing that and Selectman Harmon said the Board will put the changes on the Secret Ballot for June.

Selectman Booker reported that she did not have any particular projects this last week.  She missed a couple of days but kept up with what was going on here on a daily basis.  She said she looked up information on some of the budget items she is responsible for and talked about the SAD 6 Budget Advisory Committee Meeting she attended.  She said it was
Interesting as usual and she wishes more people would attend.

Selectman Burns attended the last Budget Advisory Committee Meeting and said he plans to attend one tomorrow.  He was in the office a few times last week and said most of the time he has been shoveling and plowing like everyone else.  He has been doing some research on some budget pieces he is working on and noted that the Board will be doing that continually until the budget is done.

Selectman Emery reported that he has tried to come in as much as possible but like Public Works, he has mostly been looking out the windshield of his plow truck.  He said he has been conversing with people every day to keep up with what is going on.  He talked about all the snow we have been having and what a great job everyone has been doing.

SAD 6 Budget Advisory Committee Meeting Thursday, February 5 at 6:30 PM at Central Office

There will be a Public Hearing Monday, February 9 at 7:00 at Buxton Town Hall.  The Hearing will be hosted by the Buxton Planning Board and the Board of Selectmen for proposed amendments to Buxton Zoning Ordinance, Article 12, Road Acceptance Regulations.

Twelve Town Group Meeting Monday, February 9 at 6:30 at the Waterboro Town Hall

Buxton Budget Committee Meeting Tuesday, February 10 at 6:30 in the large meeting room at Town Hall

Board of Selectmen Meeting Wednesday, February 11 at 7:00 PM

  • Public Comments and Questions
Our Fire-Rescue Chief, Nathan Schools provided a detailed update on what has been going on in the Fire-Rescue Department including ISO, call statistics for the year, a trending reduction in response time since moving the primary ambulance to the Groveville Fire Station, installation of voter repeaters and improvements those have made in their ability to communicate, and gave a lot of additional information on progress and work that the Department is doing.

Chief Schools was recently appointed as Buxton’s EMA Director.  He gave an update on what he is actively working on in that regard and shared information on the new York County EMA Director and a large scale drill from Emergency Management that he will be participating in.
